Rank Requirements
Revisions to these requirements,
which became effective on January 1, 1998,
are shown in Bold Underlined print, similar to this paragraph.
These requirements were the ones in
effect until April 1, 1999, (December 31, 1999, for Explorers) but have been superceded.
If the requirements were completed by an Explorer by December 31,
1999, the Board of Review MAY take place after that date. If the Board of
Review is after March 31, 2000, a note from one of the Explorer's Advisors or Parents
should be attached to the Eagle Scout Application, explaining the reason for the delay. If
the Board of Review will be delayed beyond June 30, 2000, a letter should be sent to the
Eagle Scout Service explaining the reason for the delay and requesting approval to conduct
the Board of Review, and the Board of Review should be held only after the approval has
been received.
After April 1, 1999, all Boy Scouts, Varsity Scouts, Venturers,
and Sea Scouts must use the 1999 Requirements.
Explorers (Participants in the Learning for Life Exploring
program) could continue to use the requirements below until December 31, 1999.
- Be active in your troop and patrol for at least 6 months as a Life Scout.
- Demonstrate Scout spirit by living the Scout Oath (Promise) and Scout Law in your
everyday life.
- Earn a total of 21 merit badges (10 more than you already have),
including the following:
- First Aid
- Citizenship in the Community
- Citizenship in the Nation
- Citizenship in the World
- Communications
- Safety
- Emergency Preparedness OR Lifesaving
- Environmental Science
- Personal Management
- Personal Fitness OR Swimming
OR Sports
- Camping, and
- Family Life
(You must choose only one merit badge listed in items (g) and (j). If you have
earned more than one of the badges listed in items (g) and (j), choose one and list the
remaining badges to make your total of 21.)
- While a Life Scout, serve actively for 6 months in one or more of the
following troop positions of responsibility:
- assistant senior patrol leader,
- chaplain aide,
- den chief,
- instructor,
- junior assistant scoutmaster,
- librarian,
- patrol leader,
- quartermaster,
- scribe,
- senior patrol leader,
- troop guide,
- historian,
- Venture crew chief, or
- Varsity team captain.
- While a Life Scout, plan, develop, and give leadership to others in a service project helpful to any religious
institution, any school, or your community. The project idea must be approved by your
Scoutmaster and troop committee and approved by the council or district before you start.
YOU MUST USE THE "Eagle Scout Service Project Workbook", No. 18-927, IN MEETING
THIS REQUIREMENT.
- Take part in a Scoutmaster conference
- Complete your board of review.
NOTE: If you have a permanent physical or mental disability you may become an Eagle
Scout by qualifying for as many required merit badges as you can and qualifying for
alternate merit badges for the rest. If you seek to become and Eagle under this procedure,
you must submit a special application to your council service center. Your application
must be approved by your council committee on advancement BEFORE YOU CAN WORK ON
ALTERNATIVE MERIT BADGES.
Alternate requirements for the Eagle rank are available for Scouts with physical or
mental disabilities if they meet the criteria listed under Alternate Merit
Badges for the Eagle Scout Rank on page 8 of the 1998 Boy Scout Requirements book.

Please note that Requirement 7 - (Complete your Board of Review) MAY be done AFTER
the boy has reached age 18. All other requirements must be completed BEFORE the
Candidate's 18th Birthday.
If the Board of Review is between 3 and 6 months after the Candidate's
18th birthday, a note from one of the Scout's Leaders or Parents must be attached to the
Eagle Scout Application, explaining the reason for the delay.
If the Board of Review will be more than 6 months after the Candidate's
18th birthday, a letter must be sent to the Eagle Scout Service explaining the reason for
the delay and requesting approval to conduct the Board of Review, and the Board of Review
can be held only after the approval has been received.
The requirements above were written
those for boys enrolled in the Boy Scout Division as members of Boy Scout Troops
(including Venture Patrols within Troops) or Varsity Scout Teams. Below are the guidelines
which apply to participants in Explorer Posts.
- Any male Explorer (a participant in the Exploring program of Learning for
Life) who has achieved the First Class rank as a Boy Scout in a troop or Varsity Scout in
a team may continue advancement toward Star, Life and Eagle Scout ranks up to his 18th
birthday, or until December 31, 1999, whichever comes first.
- He must meet the requirements as prescribed in the official Boy Scout
Handbook and the current Boy Scout Requirements book.
- The Explorer may fulfill leadership requirements by serving as president,
vice president, secretary, or treasurer of his post.
- The Scoutmaster conference will be conducted by the Advisor.
- A board of review will be conducted by the post committee.
After 1999, Explorers (participants in the Exploring
program of Learning for Life) will be ineligible for Boy Scout advancement unless
they are also registered as members of a Boy Scout Troop, a Varsity Scout Team, a
Venturing Crew, or a Sea Scout Ship.
